Service Areas

Malibu & the Santa Monica Mountains

Most homes in Malibu and the Santa Monica Mountains sit on septic, on slopes, or both. We inspect and repair septic systems, drill caissons, build shoring and drainage on hillside lots, and handle the site work on fire rebuilds. Our crews and equipment come from our Los Angeles yard, and the design stays with your Engineer of Record.

Communities we cover

Malibu, Topanga, Calabasas, Agoura Hills, Bell Canyon, Hidden Hills, Westlake Village

Local permits and agency rules

  • The City of Malibu runs its own septic (OWTS) program, separate from LA County. Inside city limits, the City reviews septic work.
  • Unincorporated areas such as Topanga go through LA County Building and Safety for building permits, the County for road permits, and LA County Environmental Health for septic.
  • Calabasas, Agoura Hills, Hidden Hills and Westlake Village are separate cities with their own permit rules, so we confirm the reviewing agency for each address.
  • Properties in the coastal zone can need coastal review before work starts, which affects schedule.

Site conditions here

  • Steep lots and narrow roads limit how big a rig or truck can reach the site, so we plan access first.
  • Caissons often run into rock. We plan the drilling method and depth scenarios with the geologist's minimums before pricing.
  • Hillside drainage and erosion control matter after every storm season.
  • Many lots are fire rebuilds that need a cesspool abandoned, a new tank set or the septic system evaluated before plans go in.

Questions we hear in this area

What does a septic certification inspection include?

A certification means opening the whole system: both tank compartments, the distribution box and every seepage pit or leach line. Running a camera or pumping the tank is not a certification. If the lids are buried, our crew locates and exposes them on time and material, and you pay only for the time used.

Can my septic system support an ADU or an addition?

That takes a County OWTS evaluation, which goes further than a basic septic inspection. The County looks at whether the system can carry the added use and may ask for a future expansion area. Start the evaluation before you commit to the ADU design, so the septic answer shapes the plans.

Can you design or stamp shoring, foundations or drainage?

No. JFPEC is the contractor. Design and stamped drawings come from the Engineer of Record or a shoring engineer. We build to the stamped design as the contractor's means and methods, and we prepare the submittals, sequence of work and Cal/OSHA trench permit records the inspector needs.

Can you give preliminary pricing at the schematic stage?

Yes. We start with a meeting and a site walk, then give you a budget with every assumption written down and the site risks flagged. As the design develops, the budget is updated, so the owner and the designer can make decisions before the plans are final.

Response time from our Los Angeles office

On business days, we respond to calls and requests the same day, and no later than the next business day.

Rooted in Los Angeles, on purpose

J.F. Prieto Engineering Construction was founded in Los Angeles, and our office, shop and yard are on Alhambra Avenue, close to the heart of Los Angeles. We chose that spot for a reason. The 5, 10, 110 and 710 freeways are minutes from the yard, so our crews can reach almost any part of the region by more than one route. Most mornings, rush-hour traffic is heading into the city while our trucks are heading out, so crews and equipment get to your site on schedule.

For hillside and coastal lots, start with caissons and shoring, septic inspection and repair and drainage. If the project is still being designed, our pre-construction review helps the design team plan for access and ground conditions early.
