Service Areas

South Bay & Palos Verdes

From Torrance and Redondo Beach to the Palos Verdes hills, we build Edison underground utility work, concrete and drainage, and we inspect and repair septic systems where homes are still on septic. Each South Bay city issues its own permits, so we confirm the agency for every address before we price the work.

Communities we cover

Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills, Torrance, Redondo Beach, Manhattan Beach

Local permits and agency rules

  • Torrance, Redondo Beach, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes and Rolling Hills are separate cities with their own permit rules. Some contract with LA County for building review, so we confirm the agency for each address.
  • Edison underground work follows the utility's issued design and inspections, whichever city the property is in.
  • Where a home is on septic, the review agency depends on the city, and we confirm it before scheduling.

Site conditions here

  • Parts of the Palos Verdes hills are on septic, and some areas have known ground movement, so the geologist's findings shape the work.
  • Coastal lots bring salt air and tight setbacks that affect access and materials.
  • Many homes are upgrading electrical service, which brings Edison trench and conduit work.

Questions we hear in this area

Do you do the electrical work on an Edison or LADWP upgrade?

No. We build the trench, conduit, vaults and pads to the utility's design and get them inspected. The utility pulls the cable and makes the connection, and your electrician handles the panel and the building wiring. Three parties are involved, and we coordinate our part with both of the others.

Who pays the permit and agency fees?

The owner pays permit and agency fees directly to the agency. We don't include them in our price, because the amounts aren't known until the agency invoices them. On street work we pull the permit under our license, and the fee notices come straight to you.

What does a septic certification inspection include?

A certification means opening the whole system: both tank compartments, the distribution box and every seepage pit or leach line. Running a camera or pumping the tank is not a certification. If the lids are buried, our crew locates and exposes them on time and material, and you pay only for the time used.

Why is your bid higher than another one I received?

Often the bids don't cover the same work. Our proposals list what the price includes, such as saw cutting, demolition, haul-off, base, shoring and restoration, and what it excludes. Line the bids up item by item, and ask the other bidder whether those pieces are in their number.

Response time from our Los Angeles office

On business days, we respond to calls and requests the same day, and no later than the next business day.

Rooted in Los Angeles, on purpose

J.F. Prieto Engineering Construction was founded in Los Angeles, and our office, shop and yard are on Alhambra Avenue, close to the heart of Los Angeles. We chose that spot for a reason. The 5, 10, 110 and 710 freeways are minutes from the yard, so our crews can reach almost any part of the region by more than one route. Most mornings, rush-hour traffic is heading into the city while our trucks are heading out, so crews and equipment get to your site on schedule.
